Updates!

With the "big day" nearing I thought I would update you with the latest with me and my Family. I posted answers to questions about why I feel I would be the best Clerk and the plans that I have for Madison County. Be sure to scroll down and read them. Here is just a bit of what we have been up to since we last posted.

We blessed our Granddaughter at our home in Sugar City.
Jerry and I celebrated our birthdays together with our whole family.
We spend as much time as we can with our Grandkids.

We love the Tetons! 
We visit our kids in Utah and get to spend time with our other Granddaughter Londyn.

We plan to have a party when the election is over!

Why You Should Vote Kim For Madison County Clerk

1. What are the two greatest issues or challenges faced by Madison County and how would your service help to resolve those issues? The main challenge faced by Madison County is budgetary. The State of Idaho and all Idaho counties are budgeting for retracted spending for fiscal years 2010-11 in response to lessened revenues. Constant diligence with expenditures and conservative budgeting, by each department need to be adhered to in order to keep Madison County in good financial shape. As Madison County Clerk, I will make sure each department receives budget updates regularly, so they know exactly how much they have remaining for the year, to give them the tools to plan ahead. The second challenge to Madison County is to ensure the county is utilizing funds available to them responsibly. The County Commissioners are ultimately in charge of seeing that monies are spent wisely. As clerk, I see one of my main responsibilities is to advise them and provide immediately accurate and readable information to help them make right decisions and be able to relay this information to the public. We need to look ahead and prepare for future large expenditures as well as find a more efficient use of our county funds. I will always ensure that the clerk’s office runs under budget and assist other departments to do the same.

2. What are ways Madison County can work to cut costs I think department heads need to continually evaluate budgets to see if funds can be used more efficiently. You see evidence of this with combining of positions inside the County as well as not re-hiring for positions that are vacant. For the Clerk’s office, I plan to cross train the two offices, rather than hire more employees to help during busier times, in order to cut costs.
Do you have any ideas to potentially generate revenue for the county? The County derives approximately 25% of its income from property taxes. The remaining portions come from grants, gas taxes, the State of Idaho, etc. I see a potential to be more active in obtaining state, federal and local grants. Madison County is negotiating with a part-time grant writer now to help out. I support this because the potential revenue derived from such grants could well outpace the expense.

3. Explain your choice to run as a member of your chosen political party. My family and I have always been Republican. To me Republican means conservative, small government, family values and upholding the Constitution. I have a strong belief system and am fiscally conservative. The Republican Party lines up best with my personal beliefs and views.

Will that affiliation effect how you govern your area of stewardship? No. Like I said above, the Republican Party lines up best with my beliefs and views. Affiliation doesn’t affect me. It is part of who I am. As clerk, I intend to continue to adhere to my conservative roots and beliefs and utilize county funds and taxpayers’ dollars wisely.

4. Why should you be elected? I have the accounting experience, knowledge of County government and ability to work well with others. I have a great love for Madison County and would be proud to serve the County. My personal agenda is to cheerfully serve the public, establish a good work environment, keep communication lines open, provide accurate and timely information to the public and county officials, and encourage other county employees to do the same to build understanding and trust. I believe the budgetary process should be completely transparent to all. Madison County citizens deserve to know what their tax dollars are being used for. I believe this is critical to being good stewards over public monies. I will make sure there is prompt, quick and competent service rendered to the public at all times.

As we saw with the Governor’s 2010 “State of the State” address, he is implementing a 4% holdback and is expected to request more. This directly affects Madison County. Constant diligence with expenditures and conservative budgeting, by each department need to be adhered to in order to keep Madison County in good financial shape. As Madison County Clerk, I will make sure each department receives budget updates regularly, so they know exactly how much they have remaining for the year. The second challenge to Madison County is to ensure the county is utilizing funds available to them responsibly. We need to make sure everyone pays their fair share and monies are spent wisely. We need to look ahead and prepare for future large expenditures as well as find a more efficient use of our county funds. I will always ensure that the clerk’s office runs under budget.
2. If elected what organizational or procedural changes would you make to your department? I would like to make sure our department is more open with the public, Madison County Departments, and our governmental neighbors. I believe the budgetary process should be completely transparent to all. Madison County citizens deserve to know what their tax dollars are being used for. Inside the Madison County government, the department heads and elected officials need to know this information throughout the entire budget cycle. There needs to be a greater focus on cash flow. Just because a budget shows there is money in it, doesn’t mean there is cash to back it up. I have over 35 years of experience in doing this. I will provide training to all who desire to know the budget and ask for input from inside and outside the county. I believe this is critical to being good stewards over public monies.
3. In what ways will you make the services offered by your department more accessible to residents of Madison County? The public deserves prompt and friendly service. The clerk’s office web site should be always current as to the commissioner meetings, and all matters relating to the public. Agendas and minutes should be promptly available to the public via the web, to insure the public knows what is going on with their county government. I also believe in cross-training employees. You should not have to wait in line for an unreasonable time period to pay a ticket, or to get a marriage license, or passport. I will make sure there is prompt, quick and competent service rendered to the public at all times.
4. In what ways should a county clerk support the county commission? The county clerk serves a key role to the county commissioners. By state law, the county clerk is designated as the clerk of the board of county commissioners. County clerks must maintain excellent records of the commissioners in order to maintain the integrity of their votes and discussions had before them. This means the county clerk records proceedings of the board of commissioners, publishes and posts notices of meetings per Idaho code, prepares minutes, records votes and preserves minutes in case questions arise as to how decisions were made. It is critical the commissioners have current and readable information before them at all times which will allow them to make important decisions.
5. In what ways will you work to support other local government entities such as other county departments, school districts and city agencies? Clerks are responsible to draw warrants, examine and settle debts to the county, keep accounts current with the treasurer, and issue an annual financial statement of the county. It is important that elections are run smoothly, and our fellow government entities’ levies are accurate and ensure they timely receive their monies. Open, honest communication between government entities and the public are also vitally important to keeping positive relationships. My personal agenda is to cheerfully serve the public, establish a good work environment, keep communication lines open and encourage other county employees to do the same to build understanding and trust.

Mothers Day

Had a wonderful Mothers Day/30th Anniversary with all of my favorite people. My whole family was here to help us celebrate. We got a 4 generation picture with my wonderful mother, Natalie on her 1st official Mothers Day and my new sweet little grand daughter.

My name is Kim Hinckley-Muir. I was born and raised in Rexburg. My parents, Donald and Sharon Hinckley, also grew up in Rexburg. My dad was an accountant for many years in Rexburg. My mother’s parents were Van and Sadie Parkinson. I graduated from Madison High School and received my Associates Degree from Ricks College in Accounting and then went on to BYU where I continued to study Accounting. I got a job in the Seattle area as an accountant and budget officer. I met and married Jerry Muir and we lived in Kent and Auburn, Washington. We had a chance to move back to Rexburg and have enjoyed being home ever since. We are currently living in Sugar City.
I have 35 years of accounting experience. I worked from home for several companies when our children were younger and continued on full-time with the same companies until moving back to Rexburg. I am still working in finance i.e. budgets, accounts receivable, accounts payable, payroll, financial reconciliations and statements and have been at the Madison County Prosecutor’s office for the past year.

My husband, Jerry and I are celebrating 30 years of marriage this year and have 3 children: Stephanie (Brandan) Schiff, Jordan Muir of Rexburg and Dr. Natalie (Cody) Kartchner of Lehi, UT. We currently have 4 grandchildren. My favorite thing is spending time together with my family.

I enjoy quilting, crafting, cooking and bonfires at the river with my family. We are active in the LDS church and I currently love serving the children in Primary.

I feel that my financial experience and knowledge of budgets would be an asset in serving as the Madison County Clerk. I work well with others and always evaluate expenditures to find a more efficient use of funds. I love a challenge and look forward to this opportunity.
